Understanding the grant

What is the JR+ Grant?

The SkillsFuture Workforce Development Grant (Job Redesign+), commonly called WDG(JR+) or the JR+ grant, is a Singapore Government grant that funds comprehensive workforce transformation. It goes beyond traditional job redesign consultancy by also supporting capability building for line managers and HR teams, and the adoption of workforce technology tools.

WDG(JR+) is one of three measures under the Enterprise Workforce Transformation Package (EWTP), announced at the Committee of Supply 2025. The Government has set aside over S$400 million for the EWTP. WDG(JR+) was launched in March 2026, replaces the job redesign support previously offered under PSG-JR (which ended on 31 December 2025), and is overseen by the Skills and Workforce Development Agency (SWDA).

Why it matters

What is job redesign?

Job redesign is the restructuring of work tasks, processes and responsibilities so that people, technology and workflows work together more effectively. It is not simply about cutting headcount or adding software. Done well, it makes jobs more productive and more attractive, which helps companies hire and retain good people.

Typical triggers for job redesign
1New technology, including AI, changing how work gets done
2Roles that are hard to fill or have high turnover
3Duplicated hand-offs, manual work and bottlenecks between teams
4Unclear career progression that makes it hard to retain talent
5Growth or internationalisation plans the current structure cannot support
6Managers who lack the tools or skills to lead change

What changed

WDG(JR+) compared with PSG-JR

WDG(JR+) raises funding levels, multiplies the cap fivefold and widens scope beyond consultancy. Companies that used PSG-JR before can still apply, provided the new project scope and redesigned job roles are different.

Eligibility

Who can apply?

Your company must

  • Be registered or incorporated, and operating, in Singapore
  • Employ at least three local employees (Singapore Citizens or Singapore Permanent Residents)

At the point of application, it must not have

  • Made any payment for job redesign-related consultancy services; or
  • Signed a contract or purchase order for job redesign or workforce-related consultancy, with a pre-approved consultant or any third party

The rule most often overlooked: committing to a consultant before your application is submitted can make the project ineligible. Obtain a proposal and quotation first, apply, and only sign once you have the go-ahead. Funding rates differ for SMEs and non-SMEs, so confirm your SME status when you prepare your application.

Lower upfront cost

How the nett fee payment model works

You do not have to pay the full project cost and wait for a reimbursement claim.

01Your company pays only its co-funding portion directly to the pre-approved consultant.
02The remaining grant is paid directly to the consultant by the Anchor Programme Partner.
03The grant is released once approved milestones are completed and the required documents are submitted.
From 1 December 2026

Reduce costs further with the SkillsFuture Enterprise Credit

Companies with at least three resident employees receive a fresh S$10,000 credit in an online wallet. For WDG(JR+), it can offset up to 90% of the out-of-pocket cost. Official example:

WDG(JR+) project costS$20,000
WDG(JR+) subsidy (70%)– S$14,000
Out-of-pocket cost (30%)S$6,000
SFEC offset (up to 90%)– S$5,400
Nett fee paid to the providerS$600

Simplified calculation excluding GST, which is not supportable. The current SFEC remains available under existing guidelines until 30 November 2026.

How to apply

The application journey, step by step

01

Identify the business need

Clarify what is changing, which roles are affected and the outcomes you want.

02

Seek advisory support

SBF and SNEF, the Anchor Programme Partners, offer workforce transformation advisory at no cost.

03

Approach a pre-approved consultant

Request a project proposal and cost quotation from the official panel. Every application needs both.

04

Apply before committing

Submit without signing a contract or making any payment.

05

Implement the project

Once approved, pay your co-funding portion and work through the agreed milestones.

06

Complete milestones

The grant is disbursed to the consultant after milestones are met and documents submitted.

From 30 September 2026, WDG(JR+) can also be discovered on the Government's BizSG portal. Always refer to the SWDA website for the latest application details.

The bigger picture

How WDG(JR+) fits with other grants

Workforce transformation works best when it is aligned with enterprise transformation. As a general principle, the same cost should not be claimed under more than one grant.

NTUC

Company Training Committee (CTC) Grant

Complementary but distinct. WDG(JR+) is broad-based; CTC takes a high-touch approach through company training committees that co-design tailored projects.

SWDA

SkillsFuture Enterprise Credit (SFEC)

Can offset out-of-pocket costs for WDG(JR+) projects from 1 December 2026.

Enterprise Singapore

EDGE Grant

Supports the enterprise side of transformation. EDGE replaced EDG, MRA and PSG for new applications from 30 September 2026. Note that the SFEC cannot be used with EDGE.

Illustrative scenarios

Where JR+ can make a difference

These scenarios are illustrative. Actual scope is defined in the consultant's proposal and is subject to approval.

Manufacturing

A plant introducing automation redesigns operator roles into technician and supervisory roles, trains line managers to coach their teams and adopts a skills gap tool.

Logistics

A distribution company with manual hand-offs redesigns workflows and roles, reducing duplication and creating clearer progression for frontline staff.

Retail and F&B

A business facing high turnover redesigns jobs to be more varied and rewarding, and equips outlet managers to drive continuous improvement.

Professional services

A firm adopting AI tools assesses its AI readiness, redesigns analyst and support roles and uses workforce analytics to track capability development.

How ContentFactory helps

We connect the people side of change to the business change itself

ContentFactory is a Singapore management consultancy that integrates digital transformation, process redesign and Singapore Government grant advisory for SMEs. Job redesign rarely happens in isolation; it is usually the people side of a wider change in processes, systems or markets.

Workforce Consultancy under WDG(JR+) must be delivered by a consultant on the official pre-approved panel. We guide you through that requirement transparently and keep your project aligned with the grant's rules from the outset.

Common mistakes to avoid

Signing or paying before applying – the most common reason a project becomes ineligible.
Applying for technology only – tech must be bundled with another component.
Treating it as a headcount exercise – the grant targets business and worker outcomes.
Reusing a past PSG-JR scope – new scope and roles must be different.
Overlooking milestone documentation – disbursement depends on it.
Planning in silos – job changes not linked to process and technology rarely last.
